I don't think it's fuel delivery, or it would cruise along fine, but not have power. He has the opposite problem, where he has power, but it won't cruise along at low throttle settings. Low throttle settings means high vacuum, and that's why I lean toward it being ignition-related. Like it's not advancing enough. Or base timing is set with too little advance, which is pushing the idle advance way retarded.
