Back in the late 80's I worked for a muffler and brake shop.  EPA was doing stings and handing out $10,000 fines to those shops deleting convertors.  Most often they would pose as customers coming in for an exhaust repair, pulling in with a test tube in place of a convertor.  If the shop refused to work on the car unless a new one was installed they were fine.  If they did the work bamo... Put a few shops out of business.

when i took my 91 v3500 cummins to the exhaust shop the lady didnt want to touch it cause i left the stock exhaust in place with the cat still on. she said they would have to put a cat on. i explained that was with the gas motor and it had cali emissions. now it has a diesel and it doesnt have emissions, i understood what she was saying and she was only covering her butt

No emissions in MA if 15 yrs or older. Best law ever!

in maryland you only have to get it inspected once. the county i live in they only do a visual. but if it came from the factory with a cat its against federal law to remove it no matter what county you live in
