Well this post made me wounder....SO...I walked out to my 1997 explorer....the tires are from 1996...But i cant afford to replace them. Maybe income tax time or something
Go here and fill in the info to check on them...
http://www-odi.nhtsa.dot.gov/cars/problems/defect/defectsearch.cfm
If they Qualify as the Tires that were recalled, then Print out the Info, and take down to a Local Firebonehead Dealer for replacement at their Cost.... Now if they try to deny your claim, just call the NHTSA and report that location for non-compliance....  If it was a Safety Recall, those items have to be exchanged no matter how old, if you have never filed a claim on those said items before (I have Rear Lower Control Arms that were recalled due to possible damage during Severe Service Duty, and I was informed by NHTSA Rep that I am entitled to free factory replacements, even though the recall was done in '98/'00 for my '96, and I am the 3rd owner that knows they were never replaced).....
Again that is only if your said tires qualify for the Recall(There were specific ones that were recalled, all the way up to the '03 Super Duties if I remember correctly)
