Adjusting the TV cable

My truck seems to shift quickly through 1st 2nd and into 3rd but then I have to let off the gas for it to shift into 4th. I have a 700r4 by the and it seems like the TV cable could use adjusting. I have dealt with 200r4s before and I just wanted to check to see if thats normal or if its not and is adjusting it the same as a a 200r4. I'm into 3rd gear by 35-40mph when I'm easy on the peddle, and then running 3rd all the way up to 50 when I let off so it will shift into 4th

Well ran into another problem, the TV cable was rigged onto the edelbrock carb. I adjusted and order a TV adapter kit. Now I'm starting to get concerned though, what if my torque converter isn't locking up? Or did when they rebuilt the tranny did they install a lock up kit or a non lock up converter? How would I check for that?
