The replacement rocker (outer) has the weatherstrip lip in it. Chances are if you get into replacing it you will find you need more than that, though. Its tough to know where to stop cutting out rust without getting it all. If you're not willing to get into a project that big I wouldn't cut the rocker off. Just weld in a piece to replace that part of the lip. If you are willing to cut out panels and weld them in, then inspect the inner rocker (from under the truck) and the cab floor support. Chances are you'll need them. And maybe part of the floor and maybe the cab corner and maybe the footwell. I can tell you from my current experience repairing my cab you'll find more that needs replaced than you think--and its a big job.
