Fuel gauge

My 94 has a 34 gal fuel tank. When the needle on the gauge is on E and I put 7 gal of gas in it the gauge goes to half a tank. This would mean the gauge is way off and when its on E it has plenty of fuel correct? There is a broken ground strap on th fuel filler neck, does that have any significance?

If it's just inacurate I would pull the sending unit out and test it.
