700r4 won't shift out of 1st once in gear. (gov. cover off)

78 c10lwb/3504bbl/700r4 trans. Finally got the right starter, (did not drive for about three months)then adjusted carb,choke,timing, put on new air cleaner from 91 burb. Now goes into all gears and drives fine but won't shift out of 1st when in drive or 1,2,3. Reverse works fine.
 
Was low on fluid when I first drove it after adjustments, that is when I first notice the problem ( about 1 mile). Put in fluid adjusted TV cable still won't shift through the gears. Worked fine before I did all the work, could I have knocked something loose. Does not seem to slip at all. I believe it's an old 700r4, does not have an electronic speedo. Thanks

Your post is very confusing. You are saying it "Now goes into all gears and drives fine but won't shift out of 1st when in drive or 1,2,3. Reverse works fine"  Do you meean you can manually shift through all of the gears or it just won't upshift all together? If you are saying it just won't up shift out of 1st pop the governer cover off and see if the teeth are apple cored on the gear

Sorry,700r4 automatic trans. From drivers seat, not manually but with drive handle goes into reverse and works fine. Goes into overdrive fine, drives fine but will shift out of 1st automaticly once in overdrive. Can't do more than 20mph,won't shift into higher gear. It's the same with low 1,2, and 3, goes into gear fine but will not automaticly shift into higher gears. I hope this clears things up, thanks

I think what he's trying to say that the actual moving-the-lever shifting part is fine, its just the transmission itself won't upshift past 1st gear. (Obviously it won't when down in 1  )

Exactly, Moving leveler part is fine, won't shift upwards once in gear. I'am going to change fluid and filter just wondering of there is anything to check while doing so.

I did and will tommorow when I do fluid change. Any other idea's of what to check or look for while I'am under the truck. Thanks for the help so far.

Got around to changing fluid, not in great shape. Did not fine any metal shavings in fluid pan. Got the governor cover off, gears on governor shaft is fine but can not inside to see internal gears. So what do I do now. Thanks!
