restoration advice please

hello:
i just got a fairly clean 87 short fleet that is worth fixing.
my goal is to fix it up to make it a solid reliable no nonsense toy/second practical vehicle.
any advice on where to start or what to focus on?
also where is the best place to look for/buy parts.

You can buy a lot of parts here and from other 73-87 vendors.

Personally I would start with the body.

Being in NY your weather is the same as here in Ct., I would address the rust first and do the body as Vile has suggested. Its where I spend most of my time...repairing endless rust.
Make a list of repairs needed and fix what is most important first.

I would start with verifying the brakes, tires, u-joints, balljoints shocks, suspension is in good working order, change all the fluids and possibly do a tune up

I would do the mechanicals first and make sure it is safe. Nothing worse than being stranded on the side of the road.

As Chris suggested, tune up, brakes, u-joints, fluids and filters, radiator flush, etc. then turn your attention to the body and customizing to suit your needs/wants.

I agree, do all mechanicals first.  I would then follow with the body then the interior.

Congrads to you on the truck! As you can see,we have different opinions, but we're all glad you've joined us. What are you more proficient with- mechanicals, electricals, interior, or body work? If you're like me you scratch your head at all of it.. anyway making a list is a good idea. Starting with an easier project will help keep you motivated to go on to the next one on your list.
