The tailight brackets on my 77 stepside are cheap chrome from the last restoration and the chrome is peeling and I can see some rust under it. Is there an easy way to strip the chrome off so I can just paint them to match the truck?

Best bet is to grind it with 24 or 36 grit disc. I use an air grinder with 5" disc's. Then self etch prime it, and high build urethane primer to fill the scratches. Then sand and paint. Have done chrome bumpers this way several times over the years.
