350 Ignition Timing, Timing Marks, Recommendations

I've been having some problems trying to get my ignition timing dialed in. 

-My harmonic balancer's timing mark is around the 12 o'clock position w/ #1TDC. 

-The pointer on my aftermarket, aluminum timing cover is around the 2 o'clock position. 

-The previous owner placed a timing tape on the balancer with 37 degrees on the zero mark (0 being 37deg clockwise from the mark).

I think something I read said that the old style "12 o'clock timing marks" were 30 degrees off from where they are on the newer cover, but I can't even find that to go back and re-read.  That being the best I have to go off, I have my 0 set at 4BTDC (making base timing 11degBTDC). 

The previous owner said he had installed a "mild, Edelbrock cam" that I was hoping to find some casting numbers on when I inspected it, but couldn't.

At any rate, I've adjusted to what I think is 11degBTDC, and it doesn't feel quite right, but it's about the best balance I've been able to achieve by feel.  With the hope that all of this makes sense, can anybody clarify what the story is with these timing marks?  Also, what kind of base timing does anybody recommend?

Advance it til it pings when you are driving and then retard it. If it starts easy your good.
