The unit with the 2 wires is a solenoid and the unit tour finger is on is called the air injection control valve, or more commonly called e.a.c.- electric air control.  It's part of the emissions system.
Forgot to add- it gets a signal from the ecm.

If it stopped working and didn't correctly direct the pump's air it might have just been plugged instead of getting a new one.  If you have to get smogged you might have to unplug it or get a new valve and get it working again.  I completely removed the air pumps and those diverter valves on mine.  Mine caused the exhaust to pop or thump at idle plus I don't have emissions check.  There is absolutely nothing to gain, performance wise, by plugging it.

It was unplugged when I got the truck. When I plug it in, the motor whistles on acceleration?

I haven't been able to find anybody talking about theirs doing something similar?

Just take all that crap off if you don't have to pass a sniff test.  Air pumps, hoses, valves, etc. If you want to leave the pumps on there, just take off those big hoses going everywhere.  That alone will clean up your engine bay a lot.

Unfortunately, I think I have to pass a sniff test?
