Help My 87 silverado new Fuel pump not working

Whats up guys new to the forum , have an 87 tbi just put new fuel pump in since old pump not turning on and new pump not turning on either and I do not hear the 3 sec prime sound . I tested old pump by jumpers and old pump still good. I checked the ecm1/2 fuses and still good. I checked relay to see if i could feel the clicking when i held it once key was on and relay clicked twice so I'm assuming that the relay is good i hope. I tried to bypass the relay with 12 v to see if the fuel pump would turn on, but no juice & pump didn't turn on. My injectors aren't spraying so I add a Lil bit of gas to carb and it fires,runs for a second and shuts off due to no fuel.....could it be the fuel filter clogged with pressure in the lines and thats why fuel pump not turning on? Anything else I could check or any advice I would greatly appreciate it guys...The city posted a notice of city ordinance on the truck in my driveway stating that I have 10 days to move it or it will be towed away.....I am this far with completing this project truck, it was sitting for a 4 years , just had engine & tranny rebuilt so its just needs fuel delivery and I'm not gettin it Does it need certain amount of gas in tank for fuel tank to kick on....put 4.5 gall in tank so far......thanks guys

Sounds like a broken wire somewhere. It should still make noise if fuel filter is clogged. Changing it is prolly a good idea but not going to solve this problem. I'd be checking continuity on this circuit.

If jumpering it through the relay (red pigtail sticking off the relay) failed, you have some kind of connectivity issue between the relay and the pump.

Continuity test is a good start.
Check connector at the pump too, they are known to rot out.

Whats up guys so my dad and I tested the wires for continuity, dropped the tank and checked the connecting wires using a multi meter. Pump is still not turning on and still not getting any fuel. What we did notice is that when we fixed the float in the up position and jumped the whole fuel pump assembly from the two prong receptacle plug that is connected to the top of the assembly to the battery, the pump would not turn on, However, when we fixed the float in the down position and jumped the same way the pump worked/turned on and we had continuous power. So, with a very small wire we fixed the float in a permanent downward position(my gas guage hasn't worked for a while so it didnt mattter bout the float reading the gas)...installed everything back hooked up the lines put the plugs in and turned the key......Grrrrrr...still no power from the fuel pump very frustrating....=<....Is this a red flag that my relay is bad....or could the switching valve/fuel sending unit/or something else  be bad?? please help...oh & i checked/tested the wires for incontinuity/rust/breaks with a multi-meter all were good.....

HAVE YOU CHECKED YOUR DISTRIBUTOR/MODULE- I HAD CHASED THROUGH EVERYTHING IN THE FUEL SYSTEM AND WAS OUT OF IDEAS WHEN SOMEONE TOLD ME TO CHECK THEM AS THEY CONTROL THE FUEL DISTRIBUTUTION  IN THE TBI ENGINES- REPLACED THE DISTRIBTUR/MODULE AND COIL (AS THEY WERE STILL THE ORIGINALS) AND THE TRUCK STARTED RIGHT UP-

Put B+ from a jumper wire to the pigtail near the fuel pump relay. Now go to the connector at the fuel pump. With a test light you should have B+

Thanks guys I appreciate all the posts and feedback will try the distributor module as it is also still the original one on the truck. I just replaced the whole sending unit and it still didnt start oh well a few new parts won't hurt lol ....definately gonna try that distributor module

Make sure your ground is good.  I've had this problem and it turned out to be the factory ground wire where it attaches to the tank.

So 4 months later you report back and ignore the advice given to you. You went from fuel pump to ignition module?  ???

Why not perform the above mentioned tests?
