I have an 84 c30 454 crew cab, going to slowly build a 454 to pull with. I can get these for $150 Block. 3999289, Heads 353049, any thoughts. Please tell me if I should pass it up.

049 heads are good for the cast versions. Any BBC block is fine, the Gen V are usually skipped over, but can be made to work if you all you are doing is making a puller or street motor.
