I can't blow that up to see anything.  Does it have a model number on it anywhere?  They have different internals, even though the exterior is the same.

OK.  Yeah, I don't see anything.  Autometer makes several of the fuel gauges, as shown here.

I don't believe it needs an external resistor.  See instructions here.

But note that they make a 0-90 ohm gauge (which is what our sender units need) and a 0-30 ohm gauge (which was correct for sender units on GM vehicles before 1965).  If this is a 0-30 ohm unit, it will read empty at empty, and full between a third and half a tank.  Above that it will always read full.

It's the stock grill,  think.  All chromed, it just looks dark in that picture.

You just need a little multimeter from Radio Shack that will measure ohms.  Disconnect the green (sender) wire from the gauge, and then measure the resistance from the disconnected green wire to the black (ground) wire.  If it reads 90 ohms full, then the sender and wiring are OK and the problem is probably that you have the 0-30 ohm gauge.
