valve stem

is it possible to replace a valve stem without removing the tire. actually taking it off the rim

Yes, if you are careful.  I have used a 2x10 roughly 4 foot long, let the air out of the tire and slowly drove up on it breaking to one bead.  You put the 2x10 as close to the rim as possible.  Replace the stem and fill it back up.  No balance is needed.
