Replacing Floor Panel?

So yesterday I pulled two rubber mats and one very damp layer of insulation out of the cab. The passenger side has a quarter sized hole about 1.5 inches from the rocker panel.
How should I pursue this? Replace the entire passenger side floor panel or just cover the whole, paint on some rust ready primer and move on?

the only way to stop it is to cut out the bad and put in new (weld or a strong adheshive) and then coat it with something bullit proof, like chassis saver or por15, no need to replace the whole panel if it's not bad.
