Can I use this to kill rust on the body of my pickup and paint over the top of it?

Tightly adhered surface rust. Won't stop scale rust.

I put POR 15 on my frame and firewall about 3 weeks ago. I read the instructions for once and you can paint over it after it is dry if you use self etching primer.
