Stuck in low range/Wont shift up?

Last night i put my truck in low range and then took it out and now the tcase shifter is in 4 hi position but it wont shift out of 1st unless you do it from the column, yet it will shift down gears when coming to a stop. I can tell that its still in 4 low because the gears are still really short, and have tried moving the linkage under the truck and it wont move. BTW anyone able to explain the second linkage? And a breakdown of each position of the linkage would be nice!

could we have a little more info on the truck please?    I.E. what kind of transfer case/ truck specs.?
