Dash lights are all dim

Is this a problem with the knob? What voltage should it give when it is turned all the way up?

Do the dash lights dim at all?  I would assume that the voltage should be close to battery voltage... But with the knob all the way clockwise "Dome light Position" It should be dead on with battery voltage.

I haven't had a chance to check voltage yet but I see no dimming at all. The dome light gets nothing but I think that is unrelated, maybe. They are either (knob clockwise) off, (knob counter)dim or (knob counter all the way) dim.
I'll check voltage tomorrow and post the results. I'm also having fuel gauge issues and speedo (I think it is the cable, previous owner changed tranny but not cable) but that is for another post, another day.

Voltage checked out good, they do dim, just couldn't see it. It was one bulb out and a yellowed cluster plastic. Running without the plastic and with a new bulb and all is well.
