Glue like "stuff" on painted chrome

I'm trying to prep the chrome strips for paint that go across the grill and between the headlights on my '83 silverado (quad headlight).  These pieces are chromed (at least appear to be) and are supposed to be painted body color in the middle, leaving just the top and bottom chrome looking.  As I was sanding off the old paint with my dremel, I noticed that I couldn't sand it all the way to the chrome as the paint started to turn into goo after I sanded a little off.  I scrubbed away the gooey paint with lacquer thinner but it left the whole painted area feeling like its got tacky glue on it.  Is this an adhesion promoter?  Any ideas how to get it off?

If it's like my 87 was, the "painted" part was just a decal of sorts.  so the sticky you hit is just adhesive.   I soaked mine in acetone of lacquer thinner, can't remember which and then after a couple of hours it mostly just wiped off clean and the metal underneath was shiny like the bumper, never had been sanded on or anything.

It didn't seem like a sticker, but could have been.  The thinner didn't seem to be cutting it, so I was looking for something better.  Maybe I just need to soak it more thoroughly.

The ones I have removed are vinyl. the sticky is glue from the vinyl. Lacquer thinner should take it off.
Some people are like Slinkies. Not really good for anything, but they still bring a smile to your face when you push them down a flight of stairs

I'll try getting more aggressive with the lacquer thinner.  Am I going to have issues if I just scuff this up and paint it?  Should I use primer?  There is no rust but there are a couple of pits for some reason.  Seems like primer would help smooth things out a little.

It is vinyl it would be easier to just replace with new vinyl than to try and paint it.

I'm not sure replacing the vinyl is an option.  It a sticker basically and needs to match my paint.  I doubt I could get a new vinyl sticker molded in my color, and I doubt I could paint the vinyl.  Some one has been here and done this, right?

I have sprayed over the original vinyl before. Just scuffed it up with a maroon scuffy pad. I added flex additive to the paint too.

Thanks everyone.  I was a little more liberal with the thinner and used a brass wire brush.  Knocked it out in no time flat.  Still planning to scuff it and paint it.  The existing vinyl was brittle and cracking off around the edges, so it had to come off either way.

I think I've got the same problem on my side trim.  85 Silverado, and the trim has a bunch of glue/wrapping on it.  Is there metal underneath this side trim as well?
