A couple of things first.  You did not mention what year or model you have.  It makes a difference.  I don't know if you mean you have 2 problems, but that is what I took from trying to read your post, 1-your window wont go down ?. 2-your power locks will lock and not unlock ?.
Please be a little more specific in your post and you will get more help than you can handle.

#2: There is no such thing as impossible, it just takes longer.

1984 Chevy Short Bed 305. 4x4. With Power windows and Locks. The windows are up. The truck sat for 5 years and I dont know if they worked when the engine quite. I received the truck in a trade because its my dream project. This is my 3rd truck if this body style but its my first with power. I found the fuse box layout on the owners manual and I did not see a fuse for the window. I currently have the engine removed but I have ran temp power to test systems. I have power to the locks and they will lock but thats it.

Positive to one power window motor wire, negative to the other.  Reverse the two to reverse the motor.  Have you tried to provide power directly to the wires that lead to the window motor?

The power is supplied by a circuit breaker in the fuse box not a fuse. It's a little sheet metal "box" that sticks in the fuse box like a fuse but in a larger opening. It's generally broken wires in the door jamb or a loose connection at the switches. The terminals spread apart and don't make good contact with the switches.

I know this may sound too obvious and dumb, but if you get good power to the motors and the windows dont come down, you might apply some light pressure downward on the window just to make sure it isnt stuck to the seal at the top. You mentioned that its sat for 5yrs......so just a thought. Ive had this happen before with a weak motor and a window that was dang near glued to the seal, the motor just didnt have enough power to break it loose and bring it down.

Good luck
