I picked off the paint bubble and the metal behind was clean and solid-no rust. For now I've filled it in with touch up paint, not sure what I'm going to do for a permanent fix.

Cool. Just curious, were you looking at bare metal or primer after you picked it off? Did you ever look around for tape lines or other signs of a repaint on that panel?
