Can someone tell me what this is? I had to get a new steering column and my last one didnt have this peice.

try this format - {img}url{/img}
replace the {} with [] and the url is wherever your pic is hosted.

Ok thanks, now that I know what it is, what does it do? would this be the reason why my wipers seem so weak?

That's a wiper motor pulse board module. It controls the delay on intermittent wipers.
