Yes they did.  Mostly used by municipalities.  I had a 1981 C20 Custom Deluxe from NIPSCO, our local natural gas/electric company in NW Indiana

Zieg, Your right,  I could never figure out why it was mostly the municipalities and utility company's that bought them. The bed on my 8' stepside came off a utility  company truck that my buddy found in the junkyard.
