Does this hole need a plug?

Hey everybody! I have a crate 350 mated to a 700r4 in my '79 and she's leaving a spot on the street when parked. So I'm looking under the truck and I see a hole just behind the oil pan in a housing/cover or whatever it is. Anyway, I can see a gear in there and I believe its the gear the starter turns to crank the engine. My question: Is there a plug that is supposed to cover this hole? Thanks in advance for your help.

     If it is the flex plate, there should be no oil in that area.  Your rear main seal on the engine keeps the oil in the engine, and the front main seal in your transmission does the same for the transmission. 
     The flex plate and starter is in a dry environment, unless you have a automatic transmission and your torque converter is leaking/seal for converter.

There normally would be a tin plug in there, but it isn't necessary.  Depending on the amount of oil, in there you may need to address what bake74 stated.

If you have an auto trans, that cover is the lower bell housing cover, there is no plug needed for that small hole. If you are leaking oil it could be a leaking rear main seal, if it is trans fluid then your seals for the torque converter maybe bad. If you have a manual trans then I'm sorry, can't really help you there, I don't know manual tranny's. Best of luck.
