     You should be happy that you don't have to deal with the "Air Resource Board" and there Executive Order numbers. 
     I have dual cat's on my Gmc, and I believe at least 1 has plugged (going to verify today if I get time) due to the amount of heavy towing the truck has done (heat is a killer on catalytic converters).
     I have spent the last 1 1/2 hrs chasing down cat's that are legal to put on my truck in CA. that wont cost me $700.00 - $900.00.  So far I have found one universal Walker part # 81919 (about $170.00, haven't searched now for the lowest price yet), for my truck. 
    And to the point of my story, this is why I build trucks that are 75 or older, they require no smog in CA.  I guess someone has to regulate people so they just don't drive around with a smoke screen for a vehicle.  It just makes it so hard on us that do take care of our vehicles and keep them maintained to modify them at all.  Thank goodness for some company's that are willing to fork out the money for testing and approval for after market items to be sold in CA.
     I am really getting to the point where I hate to see the words not legal for sale or use in California.

It wouldn't surprise me if California tries to close that "loop hole" at some point... On a different note, hasn't just about everything in the State of California been deemed to be a carcinogen?

When I bought my '73 GMC in 1997, I was living in Texas in a county where they checked emissions.  The truck was less than 25 years old at the time and subject to an emissions test.  At the time, I thought it was such a joke as the truck had essentially no emissions equipment from the factory...  I couldn't imagine having to having to deal with something like the C.A.R.B. on a yearly basis...

I know the literal hatred I have for emission testing in Indiana...  We are flogged with the pollution from the mills and the traffic across NW Indiana I-80/94 from Illinois into Michigan so the two counties in NW Indiana and 3 others have to endure emission testing every 2 years when the trucks belching black soot among others are why our "air quality" is supposedly so poor...  I can't imagine what those in CA have to go through having older cars/trucks... but not old enough to be exempt...

In Pennsylvania its up to the county's as to what kinds of emissions tests we have.  About 5 years ago we didn't have any at all now my county has it set as if it came with it, it has to have it.  Now in the 2 county's on either side of me they have to pass a sniffer test.  The cats on my truck are hollowed out and the smog pump is there but only has a belt on when it goes for its yearly safety inspection.

There is a good reason i don't live in the Socialist Republic of Kalifonia.  I choose not to. Never will.  From the snobbish leftist Hollywood to San Francisco, where the politicians think they are smarter than their bosses (constituents) and give themselves more authority to parent your kids by taking prizes out of Happy Meals. 
Now they wonder why the state and local governments have no money and are going into debt.  It is obvious why, they are expanding their government by creating more state and county agencies every day to look after the people and create more laws against them.

Oh, by the way, Richmond, Va has no emissions tests.

Depending on the price, why not get a lawyer to form you a new mexico, montana or wyoming llc and register the vehicle there? Unless you have some nasty police, you should be okay.

I resemble the subject of this post and plan to keep it that way and in doing so i send my sympothy to all who don't. I to am tired of seeing "Not legal for sale in California" because it reminds me that it's just a matter of time before it says my state instead. No matter where i get stationed i will maintain my registration here in my home state as long as possible.

     Luckily I don't think I will have to worry about "the governing body" in CA. trying to change the smog exempt laws.  It has been set for some time, and if they tried I believe it would get shot down or they would, one of the two.  There are a lot like me who go to pre 76 vehicles for building, and besides I have always like the older vehicles, to me they have more class.  But that is just me.

     The problem I was having was the year of my truck and style and engine configuration.  Only 9% of all GMC trucks that year were made the way mine was.  Most had the 5.7 in it, not the 7.4. 
     I found one though that will work and is approved so if bad I can replace it without braking the bank.

I live in Sweden, and we have huge problems here as well, with such laws. No car is allowed to have more than 0,44 hp per pound of weight or so (if my calculation to pounds is correct). Cars made until 1975 you can change the engine (except if you get too many hp), but the emissions aren't checked. From 1976 until the early 90's you can change the engine, but just to an engine with fuel injection and cat, and it has to be a "standard engine". I can put a "standard" Corvette engine in my car if i want, but I can't buy a block and the other stuff and assemble it myself. In my '80 Suburban I don't have the standard 350 that it once had, I have a 307, and if the government knew about it, i wouldn't be allowed to drive it! Simply because it's not the original engine, so I need the fuel injection and cat. For a car older than 30 years we have to show it to a governmental car check-up place every second year (otherwise every year), so it's hard to change too many things. For cars made until 1950 you can do what you want (unless the cops says otherwise), so I was thinking about buying a 40's car, just to get the government out of my (car) life. Then I can replace everything in the car for new stuff, I just can't change the VIN!
