Help! Question about a diesel 6,2

Hello! I wish to buy the engine.
I do not know, good, or bad it? The owner speaks, that the engine after Repair or Rebuilt. Somebody knows, what this tag means?

I can't read the tag but the tag looks military and the engine looks like it came from a hummer.

     X2 on the tag and engine.  From what I can see, I have seen those in the military hummers the National Guard use around here in Sac.
