truck won't downshift

I have a 350/350, both rebuilt. I'm looking to get more oomph out of this combo. One thing is that it is not downshifting at WOT. I've tried adjusting the TV cable but no downshift either. Can someone explain to me how to exactly correctly adjust the TV cable? I've been reading up on this, but doesn't make sense to me. Is there anything else that I should be looking for?

Turbo 350 has a kick-down cable, not a TV cable, there is a difference.  (kick down won't cook the trans.)
How is it connected?  Is it connected in the trans?  If the cable isn't connected in the transmission, then you can adjust until your blue in the face and it still won't work.  IIRC the cable has a small eyelet on it and there is a small hook inside the transmission that it hooks to.  It's been a few years, hope my memory isn't completely gone yet.

It is hooked up at both ends of the cable. My question is does anyone know how to properly adjust it.

There are two styles of kickdown cable.  Post a pic of the cable mounting at the intake manifold bracket.
