Senate Bill 1792 gives the Texas Department of Transportation the authority to report the names of toll violators publicly in an effort to collect more than $27 million in unpaid tolls owed by these top violators and others across the state. The tolls collected will be used to pay debt and fund operations of state-maintained toll roads.
In addition to publishing the list of top violators, TxDOT also has the authority to:

Ban vehicles from using TxDOT toll roads with Texas Transportation Commission approval. If stopped by law enforcement, vehicles in violation of the ban can be ticketed and impounded.
Report the habitual violators to county tax assessor-collectors to potentially block the renewal of the vehicle’s registration.
Motorists with unpaid toll violations should immediately contact the TxTag Customer Service Center at (888) 468-9824 between 8 a.m. and 7 p.m. weekdays. A negotiated settlement amount may be offered as well as a payment plan, if needed

I can understand sometimes a violation or two but 14,358 violations lol cmon you deserve that $236,026.32 bill

How is it possible that they ever were able to use the toll roads without paying, and to then rack up unreal amounts.

Are these trucking companies that have some sort of pass.

     A lot of toll roads/highways now have no personal to collect money.  You either drop change, or have a fast track pass(California calls it this), that is attached to a credit card.
     What these people probably did not know that is if you go through without a fast track (radio frequency device) in your car, they take a photo of your license plate and usually will send you a bill.  In California it is a $250.00 bill for a $5.00 toll.
     Then if you do not pay it, next time your vehicle is due for registration, they have you and you pay even more because of interest and fines, or you don't get your vehicle registered.

Kansas has the Ktag, but I have never used it or for sure know how it works.  It is unbelievable that the same people would drive through without a pass enough times to rack up those kind of bills.

well the toll for #1 = about 16.43 per violation now this has penalty attached to it but 14k violations even with lets say 4 violations a day. one to get on the toll road one to get off. then two more for your trip home. it would take 13 years if you violated only on working days (about 260/per year)

You won't get your yearly tab renewal in Washington state if you have outstanding violations.  At least that is what they tell you.  I've never tested it.
