When you buy a new shock and compress it with your hand should it come back out or stay compressed

That would depend on whether it is gas charged or not.  Standard cheapo hydro shock no, low or high pressure gas charged yes and at different rates.  If its gas charged it will have some sort of strap holding it slightly compressed where a hydro shock will not have a strap at all.
