Having an issue with new fenders

I picked up an 1983 C10 4 wheel Drive, the kid I bought it from was an idiot and tossed all of the bolts to the fenders and also through away the original fenders for the truck.  I installed new fenders and I can not for the life of me get the bolt holes to line up. The only holes that I can get bolts started in are the two by the window and the two that are inside of the door. I dont know if the fact they are Japanese fenders is the issue. The bolt holes are not slotted that came with welded nuts on the inside so I cant even slot them if need be.Do you think it is the fenders or do you think it is the core support.

No body panel expert here but that panel sure does look kinda ugly. Looks like it's got a lot of rolls and that bugger weld in the middle if that's what it is. Is it possible it's the fenders? Maybe try a salvage yard to see if you can find any decent body panels, you know they will fit that way and most likely be gm parts.

Also, a c10 4 wheel drive is a k10. The C denotes 2 wheel drive and K denotes 4 wheel drive. C 10, 20, 30 & K 5, 10, 20, 30. K5's are Blazers and Jimmys only.

You need to loosen the radiator support.And also the truck sitting where it is and with a flat tire, is not a good way to start lining up body panels.

Ditto on the above.  get it on level ground and loosen everything up.
