Fender drain cap/plug

Those little plastic caps on the bottom of the fenders under the truck: Are they best left on or off? How regularly should the area be inspected/cleaned?

That is sealed in there.  I personally don't take them out as there is no reason.  It is way to high to do any good to remove.

It is loose (can e twisted), but is stuck in place.

I would try and twist it back in and reseal it.
