Son's 1st Truck

We are in the middle of restoring a 1987 Chevy Stepside for my son, right now we are working on replacing the wood in the bed and was looking for some guidance. In particular on the bolts that are thru the angle strips on each side of the bed that go thru the wood. I know the angles are spotted welded to the bed but can't seem to get the bolts out of the angles are they welded too? whats the best way to go about replacing them?
