Carpet pad question

I have 2nd guessed myself all day and need your help!! I'm putting insulation back in my cab floor. Does the black tarpaper side go up or down. It's tarpaper on one side and insulation on the other. I should have taken a photo!!!:\

if i recall right, Im pretty sure the tarpaper goes down
