Installing vent window pivot rivet?

I took out my vent windows to redo all of the weatherstripping.  I drilled the pivot rivet to remove the glass.  Now I'm trying to install the new pivot rivet, but no success.  I ordered the rivet and install tool from one of the well known suppliers, but I can't see to apply enough force to set the rivet.  I realize it's stainless steel, so it won't just bend like it's aluminum, but I have passed the point of what I would call sufficient force.  What has been the experience of any of you on the forum?  Any help would be greatly appreciated, since this is holding up my cab reassembly.

To be honest I did mine about 5years ago maybe 4 but either way I used aluminum rivets with a small washer on either side of the rivet and all has been just fine. I didn't even know I could order replacement rivets from a dealer. However I would advise knocking out the lower part of the rivet after installation. It's a small hole but a lot of dirt will get in that little hole until it rots the rivet...aluminum of course

The method I used on my vent windows, using the OEM rivet-

With the rivet installed in the vent window,  I placed the head of the rivet on the flat of a vice and then used several different punches and a ball peen hammer to open the rivet.  Turned the vent window assembly over with the rivet head on top and used the ball peen to finish expanding the rivet.
