So, if i build a tube-frame car that was never originally registered for the street and install a huge 454 engine and run gas i'm legal?

But if i take a 78 camaro with small block or run a  4 cylinder etc. and run it on ALCOHOL, i'm illegal?

New builds will probably have a new year latest model year title and probably would have to meet that years emissions requirement

yep, big gov wants to mess with everything.

They get a thrill from dictating what other folks "shall do".  This is only going to get worse.

Looked for the public comments about this last night, but didn't see the proposed regulation listed... I did see another proposal though about making several refrigerants 'unacceptable' for use, including R-22 and HFC-134a.

It's called R290.  They flip flop on it all the time.  I've run Envirosafe and Straight R290.  They both work quite well.

What the fedgov really doesn't like is independent people

And most racers and car builders / fabricators are independent people

Self sufficient people don't need or want more govt
Which the opposite of what the govt wants

The fedgov wants as many people as possible dependent on their handout entitlement vote buying programs

Same reason they don't want people to own guns
They'd much rather those people be dependent on the govt to protect them.

I would probably qualify as an environmentalist, but this is out of hand. Every year, California comes up with some new regulations for my truck, some new tax that I'm expected to pay, etc. Meanwhile, the frackers can turn everyone's well water flammable, Nestle can pump out our aquifers on a 25 year expired permit, China can sell all its toxic products our stores, Chevron can send clouds of God-knows-what over Richmond every time their refineries hiccup, the farmers can spray the most ungodly poisons all over our food and any kids who might be playing nearby, corporate fishing trawlers can dredge-net the Pacific dry, etc. etc. etc., but I can't find a place to install my new catalytic converter because CARB came up with another regulation for me. This has to stop. They ignore all the real problems while putting the screws to me. I'm done with it.

If you open a factory in CA, the enviro-bureaucrats will haunt your every waking moment. Build the same factory across the southern border and you can pollute all you want and get an army of starving workers thrown in for free. I'm an environmentalist, but as a nation, we need to have a serious re-think. All these bloodsucking bureaucrats can't keep coming around to my place every year with a bunch of new regulations, while ignoring all the real pollution going on. The EPA, CARB, etc. need to have a serious house-cleaning.

Sorry, but this wild inequity really cheeses me off. I can't even have a decent shower because the regulations won't allow me enough water to rinse the soap off. But BofA can steal people's homes with impunity. It's insane. It has to stop.

isnt there many loop holes one can use to by with polluting? like something about windmills or something? i remember growing up watching captain planet and his planeteers. and how their powers combined (heart, wind, water, fire and earth) would fight these corporations and try to stop them from cutting down trees and polluting. is this stuff still being taught or what?

Of course this is no longer being taught. Corporations are people now, and that would be discriminating against them.
