Kick pad valve and plenum valve

I have a 1974 pickup, c10 stepside with factory air.  When are the kick pad valve and plenum valve supposed to open?  I would guess they are supposed to open when the heater control is in the vent position, (they don't), but I can't figure out the code in the shop manual.  Also, would a vacuum gauge be a good way to check whether the control line is getting vacuum to the actuator?  Thanks for any help,

I figured out the table on page 1A-93 of the manual vent means that it releases vacuum from the valve in that position.  Sealed means no vacuum or vent.  A connector number means vacuum applied to that port when switch is in that position. So the plenum valve and the kick pad valve open when the switch is in the air condition position.  And that works fine.  Just for your information in case someone needs to know this some time...
