1980 front bumper want bolt up...

Ok so i have a 80 chevy pickup and i am trying to get it back together. I got a chrome front bumper out of a junk yard a while back and all the holes will line up except the 2 middle bottom ones. You get one bolt in and the other side want line up. Has anyone else had this problem??

I've seen that, almost like the frame horns got wider.  I used a come along to pull them together, just needed about 1/2 bolt hole
