82 K10 wipers slow and radio noise!

Just wanting some confirmation....
My wipers have delay and slow, no fast speed - New Motor? Replace Switch or modulator? All 3?

Also when listening to AM Talk Radio I can not run my wipers as it makes horrible noise thru the speakers... bad motor? need in line radio filters?
