Look at the image below.  The yellow arrow points to what appears to be a piece of copper foil that is dislodged from the PCB backing and shifted to overlap an adjacent circuit trace, but the pic is low resolution and isn't clear enough to be certain.  I need you to carefully look at the PCB and then describe what you see.  Post more pics if needed, but bump the resolution if you can.

In addition to this ^^^^^, please post a pic of the dash instrument panel that sits atop the gauge cluster.  I'm looking for a possible alternate home for the lamp that remains illuminated.

Hello,

I reviewed the last picture with your yellow arrow.  I adjusted the copper foil and reconnected the light with no change.  I observed the following.

1.   The constant on light connector does not have metal prongs to make contact.  See picture
2.   I'm thinking that this light was connected to the incorrect socket by the previous owners
3.   I noticed that there was no bulb connected to the check engine socket.  Could this be the check engine light?  It never turns off.  I would have thought that by disconnecting the battery it would have reset.
4.  See the picture of the instrument cluster front bezel.

Hold a small flashlight up to the upper light sockets in the bezzle.  I forgot what mine says in my 85 C20

Is it starting to come together and make more sense to you, now?

The 'forever glowing lamp' is the Check Engine indicator; pink/black and yellow wire color codes confirm it.  Now you know where it goes.  The resolution for the Check Engine lamp can be addressed in a separate topic and thread.  In the meantime, remove the air cleaner and snap a pic of the top of the carburetor.  I'm wondering whether obvious surprises are lurking in plain sight.

The seat belt indicator uses a twist in socket with integral electrical contacts and a 194 bulb.  Temporarily borrow a socket & bulb from an adjacent location for testing.  You will need to reinstall the alarm module into the Convenience Center and reconnect the black wire to the seat belt retractor to check the seat belt lamp operation.  If it doesn't work correctly then you will need to perform additional diagnostics.  You may need to apply some Super Glue between the loose foil and flexible backing to hold the foil firmly in its correct position.  Be careful when doing this so that you don't become part of the PCB.

Thank you bd and the rest of the members that helped.  I will be putting things back together this weekend and posting a new thread for the check engine if needed.
