Here's another thought.  With the lock plate flipped upside-down, nestle the c-cam into its normal position against the lock plate in the same way the parts would be assembled in the column.  Does any part of the c-cam brass contact ring touch the lock plate?

In other words... if people learn by making mistakes, by now I should know just about everything!!!

Hey, wanted to let you know that I FINALLY worked slowly and carefully looking at each part as they went into place.  I placed the locking plate in place (not compressed with retaining clip) and pressed on it several times.  No honk.  I then moved on to securing the plate in place, No Honk.  I put the steering wheel back together piece by piece checking for honk.  Once all together, and battery was connected.  No Honk!!!!!  unless I pressed on horn button.  So, the only thing different is the insulator on the c-cam.  Something on the other c-cam must have been grounding it?  I also changed out the relay, just in case.  So, it seems like THAT is fixed. 

Thank you so much for your time, expertise and pictures.  Now, I have another issue that I will be posting in another forum about my brake light.
