rear seat belts

What year seat belts are compatible with child seats? The retractors in my '81 don't lock after being fully extended.

You have to lock the retractable belts with a metal bar that comes with the child seat. Usually it is stored on the seat somewhere.  Look at the seat or its manual and you should see instructions.
