Anyone know how to get the piece off with the arrow pointing to it?

I think I have to use a pivot pin removal tool to gain access to the tilt bolts. Once I get pivot pins out and the piece off giving me access to bolts, I believe the cover will come off.

Ok, I solved my own problem....I went to PepBoys and bought the pivot pin removal tool and finished the disassembly process. That's how the collar comes off once tilt mechanism is off. I have everything off and cleaned, I also painted the upper and lower collars with trim black. Tomorrow at work I will blast the column and internal metal parts, then paint.8)
