Panel Question

I found a new bed - picked it up last saturday.  The bed is solid except as shown in the pictures.

This is the bed:

The question I have is the complete wheel arch as shown here http://store.73-87chevytrucks.com/merchant2/merchant.mvc?Screen=PROD&Store_Code=7&Product_Code=0850-125A-126A&Category_Code=7387Beds  is this just the outer skin or both inner and outer panels?
