fluctuationg voltage

while driving the voltage randomly fluctuates from normal to right at the high end on the orange.  doesn't effect driveability other than at night i basically have no headlights.  i would assume this would be the alt, but the battery always stays charged.  this is on my 85.

Voltage regulator going bad?  I say replace alternator.
