what way is the best way paint and sand should i take it down to the metal or just to the primer the way i think it should be is to take it down to the metal and reprimer it and paint.

If the paint is good but the wrong colour sand the paint with a fine paper and take the shine off. then wipe with thinners (assume its called the same over there!) and away u go
