tow hooks

what is the best way to get tow hooks lose i tryed a bracker bar but it would not do it?
1980 1/2 ton shortbed project...
1978 pontiac grand prix...

Dusty, try soaking them with WD40/PB-Blaster, and allow to sit for 30mins, to an hour(The longer you wait, the more it penetrates).... Then I would take an old or cheap socket, and bang on the end of it with a decent BFH(BIGG Freakin Hammer) ;)

ok i got it i took some pb blaster and soaked them then i got the bracker bar out and my exhaust pipe and broke the bolts loose
