Remanufactured AC units = Crap?

In the past i have heard people complain a lot about remanufactured units of pretty much all kinds. The problem i seem to be having is with an AcDelco remanufactured AC unit. On my 87 silverado 5.7 liter 2wd. I recently purchased the truck, and it came with all the components of the AC system. However, the belt that goes around the compressor was not on. I can only assume that the AC compressor has something wrong with it. What would you guys do in this situation? Should i just go buy an AC belt, put it on, ad then just hope it works? Or should i just replace the compressor? I am kinda unsure what to do here.

I would find out what's wrong with it before I go throwing parts at it...

Check the clutch and see if it engages, just jump the wires going to it with power.  If it works, put a belt on it. 
I am using reman parts on mine.

All the wires are still hooked up to it so i think all i would have to do is just turn the thing on with the switch inside the cab. Think it is a good idea to just go ahead and throw a belt on there? Just to see if just by chance it all still works, i mean.

i have heard that some people take the belt off the compressor in the winter just to save fuel. I dunno if it does or not.
