how tight should rocker arms be? should i be able to move them?

When rockers are properly adjusted (I preach 0 valve lash) the rocker will wiggle around but should not have any up and down movement, if that answers your question. Do not re-use your intake gaskets unless they were just replaced recently, old gaskets should never be reused-to answer your other question on your other thread. Its easier to ask both questions on one thread.

I just built my motor and i had a heck of a time getting my just right but i can help if your stock or useing hidralik work with me i can't speel the best.
do you have a book  on your motor or truck your going to need it.to know the rotion of valve seting,and my rokers still move some but not up,and down.you will won't the push rod to just turn with your fingers not loose just wear you can't turn it will make it run then will go from there.

They are going to be a little loose if the motor has been sitting since there is no pressure in the lifters.  What are we working on?  And what is it status?  Just rebuilt, been sitting for years, etc...

 They will move some side to side but not up and down(very little pressure). If the lifter is on base of the cam you can move the rocker up and down(movement from the plunger inside of the lifter, cold engine)
 New parts 3/4-1 turn after zero lash, used parts 1/2 to 1/4 turn adjustment.

A manual will state 3/4 turn past 0 valve lash with stock parts. With performance lifters 0 to 1/4 past 0 lash is recommended, I should be more specific. That is coming from a guy that has built race motors for 20+ years, one of my mentors in the past.

Hydraulic or solid?
I am going to assume hydraulic and say you need a 5/8" wrench to get the lash out and then tighten another 1/2 turn.
