700R4 Transmission Question

So my sons and I have been "restoring" an 83 2WD for the past 3 years.  This weekend we finally get it back together enough to drive it around and to our dissapoinment it won't shift past 2nd gear....

1)  Tranmission was rebuilt  2 years ago and has sat in my shop without any fluid in it until this past week....
2)  We reused the converter which worked ok when we took the truck off the road....
3)  Tranny is full of fluid and shifts great 1-2.
4)  We have the correct bracket and geometry for the TV cable (Edelbrock Carb) and have followed the procedure for adjusting the cable, at idle their is quite a bit of slack in the cable is this normal?

First of, are you asking if it is a 700R4 or you just have questions?

The cable will not be tight when at idle.

when you checked the trans fluid, was the engine warm and idling?   Makes a BIG difference.  You don't check it cold w/ engine off.

Engine and tranny warm and running when fluid was checked...I was hoping it would be that easy.

ASSuming the linkage is correct and the TV cable is properly adjusted, pull the governor valve out and check it.

UPDATE 700R4 Transmission Question

Turned out that the rebuild that was done 2 years ago was a big sham.  Tranny sat in my shop until we started putting the truck back together and then wouldn't shift.  Had it rebuilt again and this time I watched as ALL of the parts went back in and the upgrades were done.  We're good to go.  Lesson learned.
